Tom Hart Legal Advocacy was founded in June 2026 for the purpose of representing nonprofit organizations, their officers, members, employees and affiliates. He has extensive experience in virtually all aspects of the law applicable to non-profit and tax-exempt organizations. Most current clients are entities exempt under Internal Revenue Code Sections 501(c)(3) (generally thought of as traditional charities), 501(c)(4) (membership associations) and 527 (political action committees).

Services
Services provided include creation of organizational and governing documentation, incorporation, obtaining Internal Revenue Service and state tax-exempt status, securing liability insurance, litigation, government advocacy, and general governance advice. Services are generally provided on a pro-bono basis.

About Thomas Hart
Thomas Hart has practiced law for more than fifty years. He is a graduate of Oberlin College and an honors graduate of the National Law Center of The George Washington University. Mr. Hart served as professional staff member and as Assistant Counsel to the General Subcommittee on Labor of the United States House of Representatives from 1969 through 1974. As Assistant Counsel, he served as the key staff member responsible for the 1972 Amendments to Title VII of the Civil Rights Act. His duties also included responsibility for significant legislation within the Committees purview, including the Employee Retirement Income Security Act, the Coal Mine Health and Safety Act of 1969, the Fair Labor Standards Act and the Davis-Bacon Act, as well as oversight of numerous federal labor programs.
Mr. Hart is admitted to practice in the District of Columbia and Commonwealth of Pennsylvania, numerous United States District and Courts of Appeal and the Supreme Court of the United States.
Before starting THLA, Mr. Hart was (from 1991 through 2020) a principal in the law firm of Slevin & Hart, PC, which specializes primarily in the representation of employee benefit plans, their trustees and participants. He continues his association with the firm in an “Of Counsel” capacity.
Hart is affiliated with, and is of counsel to, the law firm of Slevin & Hart, PC, which he co-founded in 1990. Slevin & Hart specializes in labor and employee benefit law. Services provided by THLA are entirely independent of Slevin & Hart.
